Yes, the US is planning actions against venezuela. They are socialists, now with Chavez, and they have oil. Those two, in combination, equal some military action. Be prepared for lots and lots of anti-venezuela propaganda in the next few months.

I think that a lot of things the the US was planning are no longer an option, thanks to the massive backlash reguarding the inept handling of Hurrican Katrina.
Now, the whole Venezuela thing would have been small, anyway. However, I think Katrina really ruined the US's plans to invade Iran.
